Question How to internet radio?

I am new to computers and am starting an internet radio statio. I want to know what is the best way to upload CD's and in a good format to archive. I have been using CDex encoding at 190 Ogg Vorbis but have been told to use FLAC as it is lossless for archiving. Can I use this for streaming? I have downloaded FLAC but cant figure out how to use. Does it rip? Please help.
