One the first link, look partway down the page for the old free version. It's a well-regarded program among video hobbyists, capable of slideshow VCD/SVCD creation. Many (not all!) standalone DVD players can play VCDs and SVCDs.
The second one will create slideshows and save as AVIs, suitable if viewing on a PC, although some players can play DivX/XviD. You gotta have the proper codec(s) on your system. Not really difficult.
If price is no object, get Photodex ProShow. First-class, easy to use. Memories on TV is even easier. Both are capable of some pretty fancy effects, e.g. "Ken Burns" effect, random or specified transitions, sync-to-music, etc. Google them.
