Since the question is when to defrag, what you need is a defragger that analyzes the disk first. I don't have a lot of experience with different defraggers (I use Microsoft's built-in one and Raxco's PerfectDisk) but I thought all defraggers did this. Just click the "Analyze" button and the program will tell you (in the program's judgement) whether you need to defrag. It will usually tell you to defrag if more than 1% or 2% of your files are fragmented.
