software for Jpg conversion to dvd

Hiya,
I wish to send some jpg pictures on cd to someone who has a dvd which might be 4 years old.......maybe older.
They dont have a computer. I have win xp
I only have a cd r burner.
is there some free ware I can access or is the dvd too old to play mpg files??
