Hooking up playstation to computer.

What I want to do is play a Playstation 2 on my Windows XP machine. Are there cheap PCI cards I could get to accept video/audio input and a free program (or one that will let me keep reinstalling for free trials) that will run it on Windows. Will the framerate be as smooth as the game would be on the television? (Processor is P4 3.0 and have a gig of RAM.)
