Sorry for the misinformation.
Try this:
Go to Control Panel
Click on Regional & Languages
Click on Languages
Click on Details
Click on Add
Open Input Language Scrollbar
Highlight English US
Click OK
Now exit back out to your destop. A new language bar should be installed either on the upper-right hand corner of your screen or on the Quick Launch Bar just to the left of the taskbar.
