Im currently heading into the MCSE career line and to me, it does sound like the Network Admistrator setup a policy denying those actions, so even though they enforce saying not to do it, they most likely setup a policy to prevent it so they wont have to sweat it anymore.
As said above, Id ask the administrator, just incase im wrong, but this isnt a common error a computer will get. I know how some of the right clicking features can make things a little quicker and/or get into a grove of using, but might have to resort to the less envasive ways.
