Can't delete a file (fixed)

I have 2 files that I can't delete. Both are files I had never opened. One is a demo that has 0 bytes of data and was a download that got interrupted and wouldn't resume later. The other is a driver file for a scanner. When I try to delete them I get a message of can't delete because another user or program is useing them and to close the program. I don't know what program would be using them since I never opened them. Does anyone know how I could get rid of them or a program that can tell me what application is accessing them. I use firefox as a browser so that is what I used to download them

Because a program is free has NO bearing on its efficacy.

It didn't work in safe mode. The program MoveOnBoot suggested by F.A.B Scott was able to delete them.
