Computer about to learn how to fly!!!

I am trying to help my father fix his comp., (which is like the blind leading the blind). Comp. would not let him access the internet, I contacted our ISP and they thought the problem was the Norton and told me to disable it and see if that helped. It did not and when I tried to reinstall, I got a message that the DVD/CD drive was corrupted or missing . I contacted Dell and they had me run a scan in safe mode, which they said everything was fine and that I had a software problem. I tried several sites to run a virus scan only to find that I have 2 more problems, now I can access the internet, just can't download or print from it. Geeksquad told me that they can not help until the dvd drive is fixed or until I can download from the internet (which cost me $79.00 and 5 days to find out!!) This comp. is only 1 year old and very rarely used, my father doesn't even mind if everything is removed and reinstalled, I just don't know how to do that and I don't want to waste anymore money, unless I know it can be fixed. Pleeeease help!!!!
