Microsoft Outlook refresh problem

Hi, I have recently upgraded from Outlook Express to Microsoft Outlook and am getting 2 main problems.
1) Each time I hit send/receive the same messages are being downloaded and my Inbox is filling up with duplicate emails.
2) When I try to set up a rule to send all emails from a specific account to a specific folder the account keeps resetting to the default account.

Has anyone come across these issues and is there a fix.
