This is caused by, strangely enough, Internet Explorer.
Since IE is now so integrated into the browser there is a specific DLL that
has not been correctly registered in either Internet Explorer or Windows Explorer.

This is how we fix this.

Action Plan
------------

1. open "wordpad"
2. copy this text (below) into the "wordpad"
3. save the "wordpad" file as "IEreg.bat" to your desktop and then "double
click" to launch

It may take a minute for all the files to get go through.
