Outlook Express greyed out word wrap in Html

Can't make the word wrap in Rich Text Html Sending mail settings work. It's greyed out unless you change the Quoted Printable encoding to NONE and then the word wrap can be set to 76 but when you try to type in the Compose window it wraps at 92.

Makes no difference if you go back and return to Quoted Printable setting in the MIME encode. Still the 76 word wrap fails to "take" and it goes on for a long 90+ word wrap.

Is there a bug in OE6 that stops it being able to do proper word wrap commands in Rich Txt HTML composing format?
