outlook express doesnt work with Kaspersky

can anyone help me with this
when my kaspersky is "on", i cant send or receive emails from my outlook express
i uninstalled/reinstalled kaspesky already but still the same
even i disable already the "mail antivirus" or the kaspersky but still the same
