Need window, Standart- limited user

Hello,
I need HELP! I'm looking for a window where i can choose between STANDART USER and LIMITED USER, i just can't remember where I did get it last time.
Its going about hove to limit the user:

Standard (Power Users):
Members of this group have limited administrative priveledges and are allowed to:

Install software that does NOT modify system files or installs new services
Run legacy software
Create new users or groups (local only)
Edit only the user accounts they have created
Delete only the groups they have created or those located in the Power Users/Guests group
Customize settings for system-wide settings such as power options, printers, and other Control Panel resources.

Users (Limited):
Members of this category have no administrative priveledges. Microsoft recommends this account type for the majority of users because it offers the safest possible environment from security exploits and malicious software. Members of this ground:

Can't install software
Can't change system-wide settings
Can run software that has already been installed
Can only run Windows certified software and a limited set of legacy software

Take a look at the folowing link:

It's Microsoft Group Policy editor....you could change and modify the user right the way you want it to be with GPO.

It's close to, but it's not it i just need one window when you click on user with right buton it opens, but i don't know where! Please help I can't sleep cos of that

Go to start / RUN and Type in "control userpasswords2" that will bring up the user names in old Windows 2000 format....you can change the property of any user name in there...or go to Advance TAB then Advance Button and modify it a bit more.
