system adminstator question

my son bought a used pc.windows xp is installed i have the product key etc however no access because it is password protected from the former system adminstrator how can he create his own account free from the former owner.i have windows xp on my pc which was already installed when i bought it.i guess my question is how can we bypass the former owners password which he forgot,

Re-install Windows if the seller gave you the recovery CD (legally, when someone sells you a PC thay are supposed to pass on the recovery discs that belong to it too, since they are useless to anyone else).

Is this the Safe Mode admin account?

If not boot into safe mode, log in to admin account (if this is also password protected you're in strife) if not just create a new admin account and delete the old Sys Admin Aministrator account

If the safe mode admin account is password protected format the pc.
