Urgent-Restrictions on computer by administrator

Hi,
For the past few days I've noticed a long message ( gist given in the title) that pops up the moment I try to change the system date and time or properties of the system or mycomputer or network places, etc. The control panel item on the settings menu has been replaced by network and dial up connections. The control panel option cannot be seen anywhere or even accessed from the subfolder in C:\. I cannot access any microsoft site. I also find a flashing icon of Antivirgear.com in my sytem tray, which I had not downloaded and cannot remove. This tries to download and install itself without permission. A frequent message pops up about spyware creating illelgal copies of files on my system.

I tried to check HKEY/Current User/Software/Policies/Microsoft/...
The contents of this folder seem to be missing! I've tried the other paths also: Local Machine, Users, etc. Ditto status.
Since I cannot add or remove any program now, I do not wish to delete the Antivirgear folder that got copied without my knowledge, as this could hang up my system due to a partial clean up.

What do I do?

AntiVirGear is a rogue anti-spyware application designed to scare you into purchasing AntiVirGear's full version by showing misleading warning messages on your Taskbar if you unistall by add and remove apps it will remove but leave elements still in and reinstall on next start up..you need spyhunter to remove,, you can also remove it manually but there alot of work to do,,hes a link also link for spyhunter download. http://www.spywareremove.com/removeantivirgear.html you really need to get a good spyware monitor that detects these before they get onto your pc..as they dont do damage but are very annoying and tough sometimes to completely remove. once this is sort then you can get the other problem sorted.
