Looking for program - popup text on the monitor

Hi!

Can anybody help me? I need a program that flashes certain messages on the monitor. Let the messages can be totally configured (by piece, text size, font type). Let me be able to set the velocity of the flash (even milisec. too).
And make it simple: flashes the message (only the text), removes it after the set time then. It separate good, if the messages can read from text file and can display it random.
