A restricting access soft that doesn't have to run in background

Hello,
I am on Windows XP SP2 Pro, and I have a question regrading some security and access restricting software.
I need a utility that will provide me the possibility to manage and restrict access for various Windows users to certain installed programs and Windows OS security features/options.
But i don't want to have that utility running in the system tray or background all the time, eating system resources.
I just want to be able to use it for restricting purposes when I need, and then close it and forget about it, so that security changes or registry tweaks will remain active even if this program is exited.
Its probably something that deal with Windows built in Group Policy - User Configuration or Local Security Settings applets.
Does anyone know a program like that?

It's built into XP Pro as standard -- just as you mentioned, the GPE or Group Policy Editor. Log in as 'Administrator', make the necessary restrictions, then log out. The settings you make there are system-wide (all user accounts). You then need to make sure all user accounts are 'limited' ones (ie not 'computer administrator'). Then they simply won't be able to get into the GPE to lift your restrictions.
