Taskbar issues

i have a serious problem! My taskbar cant be seen and when i type control.exe in the task manager it appears for about 3 seconds and disappears and so it pops up and disappears for 100 times and i don't even have time to open a program! I've tried taskbar repair tool but it doesn't work please help!!!!!!!!!!
