Dir contents into folders?

Hiya. I'm looking for a way to take the file contents of a directory and turn it into a bunch of folders elsewhere of the same name. So, for example, if I had a dir full of files called text1.txt, text 2.txt, text3.txt, etc, and I wanted a similiarly named series of folders, how would I go about it? I wouldn't be surprised if there was a DOS command but I'm not exactly fluent in that language.
