I read this a couple of times before posting because the title was "Super 8" and then you mention its a camcorder.
Super 8 is reel to reel film, and it can be transferred with a hardware setup then pretty much use any converter software to change it into dvd once its captured. The link below describes it well.

If it is a Hi8 camcorder, and you have a tv card or video in you just need a converter if I understand this correctly. The link below is a list of free software that you should be able to find useful.
