Outlook Express Msg Reply

Trying to find the option which lets you "embed" sections of your reply to someone's email throughout the body of their original email message. I have seen this where there are like carrots or vertical lines which denote the original text and you can place parts of your reply right by the relevant section. How do you do this? Thx.

open Outlook, go to tools/ Options/ Send / Mail Sending format (either plain Text or HTML),, that's where it is.
