Hi,

If you formatted the Hard Drive and or re-installed Windows over the top, the chances of recovery are almost zero.

If data has overwritten the file you won't be able to recover it, but you might try Recuva, a free program, which claims to be able to recover files from damaged or formatted drives.

Worth a shot.
