outlook-can receive email. can't send

I'm using XP. Outlook Express 6. LAN. broadband connection.( I also have a laptop connected using a wireless connection to a router. Running Outlook. This works fine. )The desktop is connected directly to the router. I can receive email but cannot send. The error is:
"connection to the server has failed. Server: xxx. Protocol SMTP. Port 25. Secure (SSL): No, Socket error 10061. error Ox800CCCOE.
What's wrong?

Question unable to configure outlook with wireless connection

I have just bought a laptop with wireless connection and connecting fine to my friends router for internet access. I have a yahoo e-mail account and want to configure outlook express to send and recieve from this account but having problems! Keep being asked for dial-up connection - can't seem to get outlook to connect. Any advice? Thanks

Why should I use port 587?
In an attempt to control unsolicited email (spam), some Internet service providers will block port 25. All email sent via the Internet is routed through port 25, the port used for communication between an email client and an email server. Port 25 blocking allows ISPs to block spam sent out through their networks. If you are experiencing technical difficulties when sending via your email client (such as Outlook), then your ISP may block port 25. For these cases, you will need to change the SMTP port from 25 to 587 in your email client.
