Internet Explorer is down

sorry about the Test but I keep getting the login screen when I try to post.

I recently downloaded "Ghost" software. I deleted the software and Internet Explorer quit (Page cant' be displayed). I have tried troubleshooting, ie; registry check, ping check, etc. I deleted Explorer 6 and tried to download it again but can't cause Explorer won't work. My next move is to delete all the network and dialup components and reboot but I don't think that will do it. The Ghost software "tweaked" these components to be able to conceal my IP address so I am thinking that is where the problem lies. Any ideas?
