Searching For A "Cut-Out Software"

Looking for a software that will enable me to "cut-out" a portion of a photo from the regular photograph.

As an example: There is a photo of a Classic Car, but the background in the photo in objectable and I want to be able to just "outline" or "cut-out" the car itself and elimiate the background or anything else in the photo I didn't like.

Is there a software CD that would be relatively inexpensive to do this and if so the name and where I can purchase?

I think you can do almost anything with photo editing software today. Take a look at Adobe Photoshop, Photosuite, Arcsoft, and Pixia(free).
