STOP: C0000135 The program can't start because %hs is missing

Hello everyone. I've been asked to take a look at my Niece's Dell M5110 laptop, which won't boot.

She tried a system restore point, after MS Office stopped working, and now the machine won't boot. It just gets stuck in an infinite loop and sometimes:

"STOP: C0000135 The program can't start because %hs is missing"

will flash up. I've run the onboard diagnostics, which tell me that the health of the PC is ok. I have even tried to get into the Dell recovery partition and restore the laptop back to factory. But Safe Mode (or the partition) fail to load.

I've recovered her data using Wondershare Live Boot, so that's not a problem. She also has no Windows 7 Home Premium DVD........

No promises, but I did find this: Stop C0000135 Windows 7.

If able to repair it, I urge you to create a Windows 7 repair disk, which your niece should have been prompted to create when the notebook was new.

If no luck, see the Dell article, How to restore your Windows 7 computer to factory settings.
