WinMe not recognizing External HD

Here are the specs:

Dell Dimension 8100
1.7 Ghz
WinMe (most recent updates)
CompUSA USB 2.0 PCI card

I'm attempting to add a 120 gb Seagate 7200rpm external USB 2.0 HD. System recognizes in the system tray that i've added a usb hard drive, but when i click on my computer, it is not showing the drive. Where is it? What am i doing wrong?

if you bought the drive new, it should have a utilities disk, you will have to create the partition(s) and format it to be able to use it. if it is a raw disk, bios will see it, and the device manager will see it, but if it has no file system windows wont.
