Unhappy Explorer Invalid Page Fault in User32 on Win98

I'm installing Win98SE on a new AMD 1.4 Ghz machine with reformatted and re-partitioned 40 gig and 8 gig HDs. During and after installing Win98SE, I'm getting invalid page fault in module User32.DLL for for Mstask and Explorer. The system won't come up without these two apps running. I've tried re-extracting user32, gdi32 ans winmm32 (as instructed elsewhere) and reinstalling windows. Still no good. I've tried entering safe mode, but can't because it complains that himem.sys has detected unreliable XMS memory at address 016D008A yet it also says it doesn't find himem.sys although I've checked through DOS and it's there.
Any ideas why I can't get Win98 up and running?

Did you use memory from an old system? That sounds like it could be a memory problem.

If you have 2 memory sticks and they are different types/brands, try using one of them or the other and see if the install can go through fine and run the OS.

I've re-seated the memory and ran MemDoctor against it and it passed. I've re-installed Win98 yet again and everytime, it reports that Rundll32 caused an invalid page fault in module User32.dll and then reports the same page faults when Mstask and Explorer starts up at boot time.

The case is brand new for ATX with a LINKWORLD LPK2-30 400W ATX POWER SUPPLY- FOR AMD, P3, P4 - 400 WATTS (Supports PII, PIII, and all AMD series CPUs& Motherboard)

I've pulled both memory sticks (128mg and 64Mg) and ran with each individually and together.

I've run with the slave hard drive both connected and disconnected.

I've run with the case open for plenty of venitlation and cooling.

So far no luck. I still get the same errors.

Does that board have built on video or r u using a pci or agp video card?

maybe pull everything but the video card, see what happens

if it continues and u have another video card, either pci or agp, try that just to see what happens.

Its not liking something. Good Luck.

The board is a Biostar M7VKQ with on-board video, audio and LAN. The CPU speed is set at it's lowest (100Mhz). I've pulled the only board that I had in (56K modem PCI) and pulled the smaller of the RAM chips and then reformatted to start the install fresh. During install, Win98 still comes up with the "MSTASK caused an invalid page fault in module USER32.DLL". The install later reports errors in the registry that it then repairs. The system repeats the invalid page fault error when the system first comes up and the system hangs. I haven't installed any of the drivers that came with the board yet. When I reboot, the system finishes coming up but then reports that EXPLORER is causing the invalid page fault. I then flashed the bios for the latest bios and repeated. Same results except no complaints from EXPLORER only MSTASK.
