Problem Downloading Files

I have Window ME on my PC. I have a problem downloading anything from the internet.
For example, when I click on any file to download and get the pop-up window:
file download "would you like to open the file or save to your computer"
nothing happens. I tried clicking on open and save and the computer just sits there. It seems like its not communicating. I have no problem connecting to the web, i just cant download anything. I do not have any firewalls on my pc either.
Please help.

Try to right click on the like and choose option

Save As

See if that works. Also check for windows updates as that can fix a number of problems. Disable any Pop Up blockers and any download managers you might have installed.
