You don't need a boot disk if your BIOS has support to boot from CD. You also don't need to run fdisk if you're happy with the way your HD is partitioned, you can just format it.
If the DEL key doesn't allow you to enter the BIOS config, watch the POST screen when your computer boots up. You should see something display like "Press (X) key to enter setup", where (x) represents any key they mention. They're all different depending on the manufacturer. Some common keys used are DEL, F1, F2, F10, and ESC. Good luck!
