If you run system file checker it will tell you to get it from your windows 98 CD.
As I'm sure you know some are self installing others are not. If it's a self installing just click on it and it should install.
Having no Win98se CD myself I download the file to a folder and right click on the file and copy and paste it to where it needs to go.
If there is one already there but corrupted I usually just delete the one that's there then right click and paste the new one in, but you can paste the new in and it will ask you if you want to replace the older one.
Reboot for it to take effect. On a system folder dll, make sure to put it in the system backup folder also. That way if you do a system folder restore it will be there.
Also, make sure the program your trying to install the dll for is not running.
Most people recommend this be done in safe mode.
