Win98 Re-Opening Program when opening file

I'm having a problem that is driving me bonkers! Any ideas will help me maintain my sanity so please help!

I have Paintshop Pro open already, then I also have a folder open with a bunch of image files (varying types .bmp, .gif, .jpg, .tiff) they are all associated with Paintshop Pro with the open command.

When I double click on one of the files I want the file to open in the already open instance of PaintShop Pro, however it keeps opening a second instance of PaintShop Pro...

What am I doing wrong? Or how can I fix this?

Don't go bonkers -- Paint Shop Pro is designed to do that. Unlike many other programs, it's possible to have multiple instances of PSP running at the same time. Since your images are associated with PSP, when you click on one of them, Windows calls up a new instance of the program.
