problems downloading..help!!!!

I got a virus a while back and it messed up my registry stuff and now I cant download anything. I reinstalled 98 and even upgraded to window me but the problem still there! I can download from the windows update website but thats it...can somebody please help!!!!!

More details. Did you do a clean install of 98 and/or ME (format C drive & fdisk mbr)? If not, I would try again. Many would say that ME is not an upgrade to 98se.
