I think I would start by reloading Windows to get a fresh copy of it as a starting point.

I have exactly the same problem. It only started about 3 weeks ago. I still suspect Norton Antivirus. But in the meantime, I ran sfc.exe and found a possibly corrupt file in the Logitech mouse driver, so I reinstalled the whole driver from the Logitech site. And I have made the startup menu appear every time. So now I will always start up using the "Logged (\BOOTLOG.TXT) option and if there is a problem, I should be able to see what program caused it. You can read how to do this on http://www.hexff.com/boot_menu.html

If you find the answer, please let me know what it is. And I will do the same for you.

Exclamation Re:

Hello,
If you can't gain access to your desktop correctly, then restart your computer and enter Safety Mode, and check your devices in your Device Manager. Make sure your devices are working correctly, and isolate (disable/erase) faulty hardware drivers.

If they r ok, then open run and type MSCONFIG. Check to see if there are any startup programs/ devices that may be causing this problem and isolate it.

Restart and check!
