On alot of hardware for windows 98, you have to install everythign before you plug in the device.. possibly if you try uninstalling the nikon software and then reinstalling it with the camera not connected.
Another thing you could try is when it pops up to install the device you could install it from a specific location, which should be on your nikon cd.
