Please*How can I run commands for windows if the OS in inaccessable?

I am having problems with my computer which says its win me on the computer but xp when it boots windows. NE ways * windows boots up and takes me to my desktop however I have no icons and no taskbar.C+A+DEL will only get me to task manager if I press it over and over a million times and then once I get there it says explorer is running and its maxing my CPU. tried to end it and restart the process, same thing happens with the cpu and no change on the desktop.Safe mode shows icons but they do not do anything when clicked on. Is there someway I can run commands for windows without being in windows and if so how do I get to it? Any help on the matter would be great.thanx

Hi, You can run DOS commands if you can boot from a 98 boot disk. Why not just boot from the Boot Disk and run setup on the Win 98 CD. It will reinstall with no loss of stuff you have added to 98. Luck, Jim
