The dreaded 0x800CCC0B error in OE

My configuration: Win98 SE, IE6, OLEx 6

An unknown error has occurred. Subject 'Fw: Food warmers for the pans', Account: 'xxxxxx', Server: 'smtp.3web.net', Protocol: SMTP, Port: 25, Secure(SSL): No, Error Number: 0x800CCC0B

This problem started around mid-December. I have a work-around available, but everything was fine until then. My ISP denies any responsiblity.

I have read the info here:

Nothing changed.

I renamed the Sent Items folders. Nothing changed.

I have re-installed Win98
I have re-installed & upgraded IE
I have re-installed & upgraded OE6
I have re-installed Thunderbird
I have not reformatted my disk drive
When I reinstalled OE, my Folder directory and all messages were still intact. I was not expecting that.

I am still getting the error message when attempting to send mail.

My Outlook Express settings:

POP3
Incoming mail: mail.mydomain.ca
Outgoing mail: smtp.3web.net <= my ISP [dial-up....yes, yes, I know.]

Incoming mail server:
Account name: name%mydomain.ca <= I was instructed to do this by my domain host.

The same problem occurs with Thunderbird.

name@mydomain.ca: The mail server [3web.net] responded:
Callback setup failed while verifying <name@mydomain.ca>
Called: 216.18.70.44 <= This is belongs my ISP.
Sent: MAIL FROM:<>
Response: 501 bogus mail from
The initial connection, or a HELO or MAIL FROM:<> command was
rejected. Refusing MAIL FROM:<> does not help fight spam, disregards
RFC requirements, and stops you from receiving standard bounce
messages. This host does not accept mail from domains whose servers
refuse bounces.
Sender verify failed

I have a number of accounts with my ISP:

I do not want to have to do a complete re-format of my hd and clean Win98 install to solve this problem.

Any ideas?

Clarification: I can receive email with this problem; I am unable to send it.
