What you on about old timer?

If using an ME Boot floppy, it won't ask for CDROM support, that would be Windows 98 and Win 98SE.

Drop to command prompt, and it'll probably be on A: (Floppy drive)

Just type in Format C:

That should then format the drive

Just FYI, ME boot floppies do infact ask you if you'd like cdrom support but a floppy may be pointless. The first thing you need to know is if he has a Windows ME cd to reinstall with, if so and it's retail then the ME cd is bootable as well. Just put in the cd and you get all of the same commands as a floppy as long as the bios is set to boot from a cd.

Please be sure you have the operating system cd (Windows ME CD). If not and you format you will just create a nice paperweight until you can purchase a copy of an OS.
