HELP going from ME to XP

Ok! I have windows ME os and i want to install winxp. i have an original cd too. the problem is when i insert it and then click to install an error message-E:\1386\WIN9XUPG\W95UPG.DLL is missing and cannot upadate. I am trying to do this so I can install my upgrade for Norton's 2006 Virus program....It tells me when I try to install it that it cannot install because I need to have Windows 200 service pack 3 or greater or a 32-bit versioun of Windows XP...when I try to get that obviously cannot get it either since I have ME and not 2000

You should be able to install XP straight over ME with out any issues.

Have you tried disabling or uninstalling Norton 06? Making sure no firewalls are blocking the installation of it.
Make sure your CD is readable, give it a quick clean, if you have more than 1 CD ROm drive, make sure it works in both.
