Can't Boot In Any Mode....

Can someone help me with this problem I read similar threads but no solutions. My computer was down for some time but now I am able to get to the screen that gives the options to select safemode, last known config..etc but when I select any of these options it only comes back to the same screen. What is the problem? What can I do? Is there a way around this?

I cant boot in any mode. will boot up to point where u have windows logo and progress bar then blue screen flashes and then restarts. What can I do to resolve?
