how to block Websites on an individual PC

Hello

My PC is having Win98 OS and an Internet Connection.
I have tried a way to block certain sites like www.gmail.com,for example.

Ways tried:Added entries in hosts file under c:\windows\hosts.sam,Saved the file and restarted the PC.but it didnt work out.The site is still accessible.

Is there any other way to block websites on an individual PC?
Can u let me know on this.
