Whiteboard not listed in MSN Messenger

I have MSN Messenger 6.1.
Windows 98

Is the Whiteboard function only for Windows XP?

I previously had MSN Messenger 6.0 and did not have the option of Whiteboard.
Same thing with 6.1

Under "Actions", there is no option to Start Whiteboard.
It is not even listed.

Is it because I have Windows 98?

In MSN Messenger > Help > Help Topics > type 'whiteboard' > Go ... it will give you all the info you need.

I tried that, it didn't come up with any hits.
Anyone have any idea what's going on?

u have the new windows live messanger plus on my comp but when people invite me to whiteboard i get this...

''Whiteboard was declined because the program is disabled or is not installed on your computer.''

i dont know how to install it and im reallly confussed...
please some1 help mee!
