Help Installing Win Me. Loop ???

If anyone can help me out. Ive cleaned my computer out using zero filler. formatted the drive etc. I am trying to install win ME but everytime it keeps going in a loop . First it boots up and gives me the option of choosing from
1. boot from hard drive
2. boot from cd rom

I choose 2

then it gives me

1. start windows setup from cd-rom
2. start computer with cd-rom support
3. start comuter without cd-rom support
so I then choose #1

wich then starts telling me info about the driver provided by etc. then I get a blue screen that says

welcome to setup

to set up win press enter
I press enter

and it says setup is preparing to install.....going to perform a routine check on your system
press enter


which I do
then it does scan disk then it telss please wait while setup initializes scanning system registry. copying files for win setup

please remove any floppy disks from your drives and press any et to restart,


when I press any key the computer restarts and I go through process as described again and again,

please any help will be greatly appreciated.

Let take a step back and start all over again.
Go to this link and download a Windows 98 Boot disk.

1- boot you system with the disk and on the prompt type FDISK
2- remove all the partition with the help of FDISK and recreate new one.
3- reboot your system to prompt, then type in : "A:\ format C:"
4- then create a folder in "C" drive called WINME by typing "MD WINME" on C:\ prompt.
5- access you CD rom and copy att the files from setup folder to WINME folfer.
6- finally, remove the CD from the drive and go to WINME folder and type in SETUP.

word of advise, don't use third party software to format your drive.
