Connecting to Dialup Takes forever

Wierd. When I connect to the Internet using my dial-up connection it always makes two attempts to connect. By two attempts I mean it "chirps" the handshake process twice which amounts to more than a minute of "chirping" from my modem. It then proceeds to verify username and password and successfully connects.
My question is why would it always "chirp" the handshake twice?
What would cause it to do that??? - Please Help!!!

What I have attempted:
- Updated Modem Drivers
- Tried second modem
- uninstalled TCP/IP & Dialup Networking
- tried multiple PCI slots

Wierd. I got it worked out. I was testing multiple modems. But all of them were PCI Modem Blaster V.92s. When I tried a Modem Blaster V.90 it worked fine.
