Post Explorer and Internet Exlorer conflict

I have been trying to resolve a problem with a PC, so far without success.

When Windows (98SE) boots up there are no icons on the desktop and I get the following error message 'EXPLORER caused an invalid page fault in module WININET.DLL at 0187:702234f4.'

When I close this message down the start menu, task bar and system tray disappear leaving only the dial-up connection which allows me to access the Internet and use Internet Explorer. If I remove the WININET.DLL file from the Windows system, which can only be done from DOS, Windows works fine but IE does not. I have used the Internet Explorer repair tool and replaced the offending file with an updated version. After some suggestions that I could have a corrupt history cache I have deleted the History, Cookies and Temporary Internet files from DOS removing the Index files and have also run a virus check and checked the Network settings. I have even re-installed the Operating System after all this I am still getting the same problem.

Appreciate any help

You can ussualy fix this by replacing wininet.dll file taken from another pc. Should be done in DOS. But you said that it is still a problem even if you reinstalled OS. So maybe you have trouble with ram memory.
