obviously you must have AD installed, right ? in order to promote a Win2k server to become a primary controller, first you have to promote it to become backup domain controller and then start delegating control to the backup controller (one permission at a time and check it too) the you could run DC demote. You may run into a problem if your primary domain controller is running Exchange server too because Exchange server does not take the demote very well (I have tried and crashed the database too).. so be very careful with exchange server if you have one.
