X400 not created on Exch2k3

All of sudden this fun issue just started:
When i create new user accounts with mail i no longer get X400 account creation and user are not being replicated to the GAL...

I dont remember if i add SP1 for Exch2k3 and i have tried UPDATED the RUS. I am not certain how to work ldp.exe so this link doesnt help: http://support.microsoft.com/default...b;en-us;297801

anyone have a fix? I have new users starting next week and im lost

When I open ADUC {Mail Server or local Admin PC} and create a new user they are not getting assigned the normal protocols for e-mail addresses (x400 and SMTP).

Why would it 'stop' creating the e-mail addresses?

Even if I try to create the X400 and SMTP addresses and e-mail address I can not get the user e-mail. It fails.

check out to see if all your exchange services are running or not....Also, keep you eye on Event Viewer and Exchange error (MTA Stacks in specific)
