DECOM disabling in 2000 Server

We are running Win 2000 Server on our SCADA system. Throughout the plant we have nodes that are used for viewing plant operations and there are two servers running that the nodes can log in to. For some reason on server #1, DECOM keeps disabling. We enable it but it disables automatically. I downloaded an app called Decombobulator but it isn't helping. It looks like our next option is to re-install 2000, and we really don't want too. The other server isn't having the problem and after comparing the two can't see a difference. Any suggestions?
