GPO not loading

I got a new GPO issue.

Here is my situation from the AD:

My ou structure looks as such: DOMAIN.COM->COMPANY->COMPUTERS->LAPTOPS

Under laptops I have placed one laptop machine name from the computers OU on the main domain branch. I then add a group policy to the LAPTOPS OU and make sure I have the machine added to the security with the Group Policy ENABLED. I also set the GPO to link enabled.
I then replicate the DC's through sites/services.

From the laptop I reboot the machine, and run gpupdate /force then reboot the machine 2 more times. I log in and NONE of my changes are there..i am looking to lockdown IE and there are no IE changes now.

Is there something in the GPO itself that I need to make sure is running?

Someother things I have tried is placing the usernames and computers in the security filter.

I am lost and in need of help…hope you see a gap I missed for a quick fix.

thanks for the help but it looks like my fix was to rebuild the OU structure i put in place, seems MS doesnt like it when you move around ou's (promoting demoting)

anyways its working now and im good to go
